Since it is a United States settlement the Ares settlement will follow the Constitution and Bill of Rights still. Before they are sent to the settlement the people going will of course go through training, and they will be evaluated to see who will be the leader. At the settlement there will be a vote if a problem occurs. Not just one person decides everyone votes.
1st Amendment: Right of speech, religion, press, assembly, petition.

2nd Amendment: Right to bear arms. There are possible dangers, so they should be able to protect themselves and settlement.
3rd Amendment: If troops are ever put in the space settlement for protection against other lifeforms. (If any) Those troops can’t be forced to quarter someones living space.
4th Amendment: Right to search someone's living space. If they vote they can be allowed to search if they have good reason too.
5th Amendment: No double jeopardy. Right to grand jury. If there is a problem they could contact the people in charge at Earth, and have them help with preventing double jeopardy, and right of grand jury.
6th Amendment: Right to public trial. By contacting the headquarters they could help come to a verdict.
7th Amendment: Tried by jury.
8th Amendment: No cruel punishments.
9th Amendment: Votes for another rule put under Bill of Rights.
